Commune Police to Officially Issue Citizen Identification Cards Starting July 1, 2025 – Who Is Eligible and What to Know

From July 1, 2025, commune-level police (at the commune, ward, and township levels) that meet certain conditions will be authorized to issue citizen identification cards (CCCD) under the new regulations, making it more convenient for residents to complete procedures locally.

1. New Law – Effective Date – Scope

According to Circular 53/2025/TT-BCA amending Circulars 55/2021/TT-BCA and 17/2024/TT-BCA, effective July 1, 2025, commune police units will be decentralized to handle the issuance, renewal, and reissuance of citizen identification cards for residents within their jurisdiction.
This authority is granted only to commune police units that meet specific criteria, aiming to expand administrative access for citizens and reduce the workload for district-level police.

2. Impact on Residents and Authorities

– Residents in many localities will be able to apply for citizen ID cards directly at the commune or ward level without having to visit district police offices.

– Commune police will receive, process, and deliver results for new issuance, renewal, and replacement of ID cards if adequately equipped.

– Police agencies at all levels must prepare personnel, equipment, and infrastructure to effectively implement these new responsibilities.

3. Key Policy Details

Under Clause 2, Article 3 of Circular 53/2025/TT-BCA, amending Article 15 of Circular 17/2024/TT-BCA on commune police responsibilities, from July 1, 2025:

– The Ministry of Public Security will decide the list of commune police units qualified to issue citizen ID cards.

– Qualified units will be equipped with technical devices, trained specialized staff, and necessary infrastructure.

– Residents still have the right to carry out procedures at the district police level if their locality’s commune/ward police is not yet qualified.
