People’s Court of Zone 8 – Ho Chi Minh City: Resolving Disputes in Cu Chi and Hoc Mon with LTS LAW

1. Background of the Establishment of the People’s Court of Zone 8

Starting from July 1, 2025, Ho Chi Minh City officially operates a zonal court system, replacing district-level People’s Courts as part of the national judicial reform strategy. Accordingly, the People’s Court of Zone 8 was established with an expanded jurisdiction, inheriting all first-instance powers from the courts of Cu Chi and Hoc Mon districts.

These are two large, densely populated areas with diverse civil and economic activities. Merging them into a zonal court allows for centralized resources, faster case processing, and improved adjudication quality.

2. Jurisdiction of the People’s Court of Zone 8

The People’s Court of Zone 8 has first-instance jurisdiction over civil, criminal, administrative, labor, and commercial cases arising in 11 administrative units across Cu Chi and Hoc Mon, including:

Cu Chi District: Cu Chi Town, Tan An Hoi, Thai My, An Nhon Tay, Nhuan Duc, Phu Hoa Dong, Binh My
Hoc Mon District: Dong Thanh, Hoc Mon Town, Xuan Thoi Son, Ba Diem

From July 1, 2025, individuals and businesses with disputes in these localities must file lawsuits at the People’s Court of Zone 8 instead of the former district-level courts. This is a mandatory requirement for proper case acceptance.

3. Key Notes When Filing a Lawsuit at the People’s Court of Zone 8 (Cu Chi – Hoc Mon)

The transition to zonal courts may cause confusion in determining the correct court or required documentation. To avoid delays or rejection, take note of the following:

  • Confirm whether the commune or township where the dispute arose falls under the jurisdiction of Zone 8 Court
  • Accurately identify the type of case:
Civil (land, property disputes), Criminal (crime allegations), Administrative (appeals against administrative decisions), Labor (employment disputes), Commercial (debts, contracts)
  • Draft the petition correctly and clearly
  • Prepare all necessary documents: personal IDs, evidence of legal interest, contracts, meeting minutes, etc.

Common disputes in Cu Chi and Hoc Mon include land boundaries, debt claims, real estate transfers, labor conflicts in industrial zones, and inheritance matters. These require specialized legal assistance for proper resolution.
