As of July 1, 2025, the model of regional people’s courts officially replaces district-level courts in major localities such as Ho Chi Minh City and Binh Duong Province. The People’s Court of Zone 16 has first-instance jurisdiction over civil, criminal, administrative, labor, and commercial disputes arising in the following eight administrative divisions:

Di An City: Di An, Dong Hoa, An Phu, Tan Dong Hiep
Thuan An City: Central Thuan An, Thuan Giao, Binh Hoa, Lai Thieu

From the date the new court model becomes operational, all disputes arising in the above areas will be handled by the People’s Court of Zone 16, replacing the previous local courts.
